This dress reminds me of Wendy from Peter Pan.  I don't know anything about it other than it was handmade by a seamstress in my area many years ago.  

It is a light blue, what I would call sky blue, and has a white trim attached belt with a bow on the back side.  The bow is missing one attachment piece - see photos.  The underskirt lining is made from 2 different colors of material, but you don't notice it through the top layer.
