Vintage Happy Joker Battery Operated Toy. Tested working order. Upon starting piece moved around the table/floor as it hits a wall turn and proceeds another way. Blower on the hat works as you can see the foam ball rises above the piece. Photos are blurred due to piece moving. You can see in the photos the foam ball rotating as the piece moves.
