This vintage dress has unique details that make it stand out from others.  First, it has a pattern of silky black circles that go from the top of one sleeve, around the back, and to the top of the other sleeve.  Next, a silver tone concho style pin accented by colorful stones is attached on each side of the neckline.  Finally, the sleeves have a loose cut that cinches in at the wrist.  It is a pullover style dress.

There are a few flaws to note.  One of the belt loops needs to be reattached.  Also, there is a missing stone from one of the concho pins.  

There is no maker's / size / material in the dress.  Flat lay measurements are approximately as follows:

46.5" shoulder - hem

19 " pit to pit

16" waist.
