thank you to my friend who has given me some additional information about this phone. 
German „W28“. Actually it’s the previous „Modell 26“. The Modell 26, developed in 1926 was never authorized by the Deutsche Post but still build for internal use by companies, hotels etc. You can tell the difference by the screws on the bottom a the display hole in the front. At least the housing is from a Modell 26. The W28 (W stands for „Wählapparat“, the telephone is able to dial) was introduced in 1928 and officially produced until WW2. In Western Germany it was followed by the W38, the W46 and the famous W48. In the GDR the W28 was still produced with parts left from before the war, but often with plastic dials. Yours seam to be from about 1930, but the handpiece does not seam to be german. At least I have never seen it before.

Has a push button in the front and center 
Long cord which is in very good condition and is not brittle - Hand set receiver does have a very different design 
the metal center dialer plate has letters with numbers on the base shown through the finger holes 
In very good condition Unbranded but I believe it could be Telegrafia
