Power Reserve Indicator
When tested, second hand goes forward 20 seconds, but not 30 seconds. 
From discussion around the web, this seems to
be quite common since the capacitor specification 
has changed from 3023-5MZ to 3023-5MY

In 1998, the suggested retail price for this watch was: 
32,000 yen, or about $290 USD, at the time.
Easily over $500 now. 

Seiko Kinetic watches are like a cross between an
automatic and a quartz watch. Kinetics have a 
revolving weight like an automatic. But instead of
winding a spring, the weight generates electricity and
charges a capacitor. The power reserve should last 3 to 6 months, 
and the capacitor should not need to be changed for years. 
Note that the Kinetics need to be worn regularily, 
otherwise the capacitor wears out.
