This is a Bermuda Censor Cover sent to the United States.  What makes it truly incredible and VERY RARE is the fact that it was returned by the censor w/ a PC23a Label in Green Affixed to it.  An additional Form BCR. 3 was added as well.  It states: "The sending of stamps out of the colony is prohibited unless accompanied by a permit from the currency & exchange control board.  This is a VERY RARE censorship from WWII with very few like it recorded!
