This is a Zanzibar Provisional Stamp from 1897.  It is SG 176, the 2 1/2 TYPE 4 in RED on 4 Annas Green. 

It's Used and in Very Fine Condition with a VERY RARE & CLEAR BULLSEYE ZANZIBAR CANCEL.  It is valued at L275 in the Stanley Gibbons Catalog.
