This is a Zanzibar Provisional SG 23e, issued in 1895-98. It has a 2 1/2 Type 3 IN BLACK on a 1 Anna Plum.

This one in particular has a smaller, raised second 'z' in ZANZIBAR.  There is also an INVERTED Q used as a b in ZANZIBAR!  It is in Fine to Very Fine Mint Condition with Original Gum.

SG 23e is valued at L180 in the Stanley Gibbons Catalogue.
