Screens are also intended to sit inside of the frame and therefore are typically slightly smaller than stated size to ensure a proper fit.
You would rather have the screen be too small than too large in most situations.
Installing as tight as possible and using all grommets for a snug fit yields the best results as far as looks and performance/longevity.
