This is a Jamaica  OHMS, or ON HER MAJESTY'S SERVICE Cover sent locally to Kingston on 10/8/1907.

There are a couple of things that make this little guy really special and RARE.  It's a DEAD LETTER, as denoted by the DEAD LETTER OFFICE MARKING at the bottom left side of the cover.  It also has a RETURNED LETTER BRANCH Marking in BLACK on the top right side.  This an early and VERY RARE Purposed Official Mail Item.

The cover itself is in Very Fine condition.
