This is an aluminum 5 tube mintz Baldwin whistle that's meant to sound like a steam trains whistle. The page has instructions on how to attach it to an air compressor, air tank, or a vacuum in blower mode. This does not have a threaded base.

It's in good shape as you can see in the photos.
