Revenue Stamps

Elsaß-Lothringen (Alsace-Lorraine) Social Insurance Revenue Stamps, used on a worker's insurance card.

Beginning in 1891, stamps were issued for use on employee insurance cards. Stamps indicated the employee's class (I - V) and the denomination, as well as frequency (no time indicated = one week; "Zwei Wochen" = 2 weeks; "Dreizehn Wochen" = 13 weeks). From the beginning until about 1940, the five classes were represented by the same five basic colors: red; blue; green; brown; yellow-orange. Employees were required to buy stamps to affix to their cards as proof of payment for insurance coverage. (see below for an explanation of the insurance regulations)

This card was for a Class III worker, and represents the period from October 1915 to October 1916. The card has 52 single week, green, 32 pfennig stamps affixed, which represented a total annual premium of 16,64 Marks. The stamps are listed in Martin Erler's "Catalogue of the Adhesive Revenues of Germany", volume XIV, "Social Insurance Stamps", as EL35, from the issue of Jan. 1, 1912, with the province name in black.

The following is from Erler's catalog, and briefly outlines the laws and usages of the stamps:
   
   "THE GERMAN SOCIAL INSURANCE INSTITUTION FOR WORKERS AND SALARIED EMPLOYEES.
   On demand of the Emperor the German Reichstag issued social laws: 1883: The Law for sickness insurance. 1884: The Law for insurance against accidents. 1889: The Law for insurance for invalidity and old age. In 1890 31 insurance institutions (provinces) were established (see separate listing). All people that were workers, assistants, apprentices etc. that were paid for their work, and the officials that earned less than 2000 Mark yearly, were obligatory insured. Other groups of people were included within this insurance later on. The insurance card, on which the dues stamps were applied, served for evidence with the insurance. Aside from the LVA other insurance institutions were established during the years to follow: ( Listed in the next volume of this catalogue-series). The insurance for the railroad workers (Bundesbahn-Versicherungsanstalt, Frankfurt/M). The insurance for the people within merchant navy (Seekasse, Hamburg, from 1907 on). The insurance for the miners (Bundesknappschaft, Bochum). In addition other social insurance institutions were established: Zusatzversicherungsanstalt des Reiches and der Lander (Additional insurance by the Reich and the states). Freiwillige Rentenversicherung der DDR (voluntary old age insurance of the DDR). Soziale Wohlfahrtseinrichtung im Straflenbaugewerbe ( social welfare insti-tution for road workers, 1922/1923, no info available). Handwerker-Versicherung ( Insurance for handicraft workers ). Versicherungsanstalt Berlin (insurance institution for Berlin). During the Third Reich there was an obligatory membership with "Arbeitsfront" and "Reichsnährstand" with a limited guarantee for social security. Dues therefore, contained also some insurance. The Bundesversicherungs: anstalt did not acknowledge these dues after the war. Also other organisations of the Nazi-party had so-called "Hilfskassen", which, however, were not obligatory, and the stamps, therefore, are not listed in this catalogue. Many large enterprises (like Bayer) have their own sickness and old age insurances - some with card and stamp systems. In this catalogue only the state insurance:-stamps will be listed. The official system of social insurance stamps was discontinued on Dec. 31, 1976.

After 35+ years I decided to retire from being an active Cinderella Stamp dealer. Most of my working inventory plus backup stock was sold at public auction. However, I have retained some material that I will be offering for sale. In addition, I have some "new" material that was mixed into lots I have bought for my own collections. I will be listing some of the material in my eBay store at fixed prices. I will also be offering some material at auction, either as single items or mixed lots. There will be many bargains available. There will be large and small lots, some containing similar material, some containing a random mixture, and some containing only one or a few items. The condition will be mixed, but none of the lots will be just accumulations of damaged or faulty stamps (unless specifically listed as such).



Items in stockpage or larger lots may be removed and repackaged into glassines to save on shipping costs.

A Note about Poster Stamps and Gum: Because many poster stamp collectors are primarily interested in the image on the stamp, the absence or presence of gum on the back is of little concern. If no mention of gum is made, then there may or may not be gum present. If you are only interested in poster stamps with original gum, please inquire before bidding. Actual condition issues (that are not apparent from the scan) WILL be described.

A Note about "Stock Images": Occasionally I will have more than one example of an item in inventory. Rather than scan each one individually, I may use the same image for multiple examples of the item. If that is the case, the item supplied will be in substantially the same, or better, condition than the image. Any such items will have the words: "STOCK IMAGE" at the end of the description.
