Fully functional. This has been used and is not in pristine condition, esthetically speeking. There are some scratched, the stickers are starting to peel at the edges, the rubber grips are slightly worn, and the center ferrari logo has been painted over. But the wheel is perfect from a functionality stand point it just has some wear and tear but nothing major.
