This is a Malta IL-GVERN TA' MALTA (Official) Registered (pre-printed) Cover.  It was sent on 4/5/1995 from Valetta to Ottawa, Ontario, Canada.

What makes this little beauty really special is the MALTA CDS on the front, and the two RECEIVERS on the back.  This was sent for accounting for reconciliation of postal charges, and is RARE!
