This is a New Zealand OHMS Official Registered First Day Cover.  It was sent from Wellington to New York City on 4/1/1946.

What makes this little beauty really special is the BEAUTIFUL PEACE ISSUE PAIRS of stamps used for postage.  While it's not especially rare, it is gorgeous!
