This is a Palestine Censor cover from the Egyptian Rebellion.  It was sent from Haifa on 3/12/1919.

It was sent with a Palestine SG 1, the 1 Piastre Indigo stamp as postage.  This was tied with an OETAEEF HAIFA CDS.  That stands for Occupied Enemy Territory Administration Egyptian Expeditionary Force.  It also has a CIRCULAR PASSED BY CENSOR No. 119.  It's backstamped Army Post Office SZ22 PORT SAID.
