This is a Palestine This is a Palestine 15 Mils Large Registered Envelope from 1946.  This is a SECOND PRINTING of 98 MM between the lines, and it was sent from Haifa to London on 7/3/1976.  It is RE 18 1B-2 RB-C2.

It was sent with a strip of 3 Palestine SG 99, the 20 Mils.  It also has full markings.  This is a RARE COVER!
