This is a Chile, 2011  $ 10 pesos which is a mule error, and is struck with two obverses dies instead of having an obverse and a reverse. 

Mule errors are extremely rare and valuable on coins, and buying foreign examples such as this coin create a much more affordable way to own an example of the error type. How many of these exist is unknown to me, but I have seen no evidence for more than a few existing of this date/mule combination.
