Surplus from a government facility. Some look used, some look unused but we can't be sure. We gave the one pictured two AAA batteries (not included) and it powered on and off just fine, with quiet static coming from the speaker. Based on our experience with other radio equipment acquired from this site, we think it likely that most, if not all will work fine but we can't rule out there being one or two duds. Due to this and because we have no means of testing them, they are sold as-is, officially "for parts or not working" though they may work fine - we just don't know!
These are the cheapest ones on the market - or anywhere - don't let them get away!
