Size is from the Buckle fold to the last hole from the tip. See drawing. Adjustable 4 holes 1 inches apart. 

.My recommendation and best way to pick your size is to  measure your existing Dog collar from buckle fold to the hole your pet wear the most.

You measure your Dog’s  neck and add 1 -2 inches for comfort.
