If you have the original 28-pin EPROMs in your Atari STE installed, please see the second image on the correct jumper positions for W101, W102 and W103.  If these are not soldered or set correctly, the Atari will not boot !

If you have the Atari Mega STE you can simply swap out the existing ROMS.
