In my experience, only the bushes tend to wear but, to give the pedal a proper clean, it is necessary to remove the mini cartridge bearings with a punch or drift which can damage the bearing. For this reason, I recommend replacing the bearings at the same time as the bushes.
I have had bad experiences both fitting and removing PTFE / Teflon lined metal bushes so opt for Polymer bearings as installed by the OEM,
