The United States government restructured into a totalitarian regime under martial law. To pacify the population, the government has organized the Transcontinental Road Race, where a group of drivers race across the country in their high-powered cars, infamous for violence, gore, and innocent pedestrians being struck for bonus points.In the year 2000, the five drivers in the 20th annual race, who all adhere to professional wrestling-style personas and drive appropriately themed cars, include Frankenstein, the mysterious black-garbed champion and national hero; Machine Gun Joe, a Chicago tough-guy gangster; Calamity Jane, a cowgirl; Matilda the Hun, a neo-Nazi; and Nero the Hero, a Roman gladiator. Each drives with a navigator of the opposite sex, who also implicitly functions as a love interest. The race is covered on national TV by a news team headed by the boisterous and comical Junior Bruce, seductive matron Grace Pander, and laconic commentator Harold (a parody of Howard Cosell). The game has sadistic rules, where killing babies and physically challenged people will give the player extra points. Machine Gun Joe is the main opposition to Frankenstein.A resistance group led by Thomasina Paine, a descendant of 1770s American Revolutionary Thomas Paine, plans to rebel against Mr. President's regime by sabotaging the race, killing most of the drivers, and taking Frankenstein hostage as leverage against the President. The group is assisted by Paine's great-granddaughter Annie, Frankenstein's latest navigator. She plans to lure him into an ambush to be replaced by a double. Despite a pirated national broadcast made by Ms. Paine herself, the resistance's disruption of the race is covered up by the government and instead blamed on the French, who are also blamed for ruining the country's economy and telephone system.At first, the Resistance's plan works. Nero is killed when he runs over a booby-trapped doll planted by the Resistance, which he mistakes for a real baby and proceeds to run it over to gain points. Matilda drives off a cliff while following a fake detour set up by the Resistance. Calamity Jane, who witnessed Matilda's death, inadvertently drives over a land mine trying to leave the area. This leaves only Frankenstein and Machine Gun Joe in the race.As Frankenstein nonchalantly survives every attempt made on his life during the race, Annie comes to discover that the Frankenstein she knows is anything but a willing government stooge, nor is he the original man. The current Frankenstein is, in fact, one of a number of random wards of the state trained exclusively to race in the identity. "When one is used up, they bring in another", he tells Annie. The current Frankenstein also reveals that he has his own plans: when he wins the race and shakes hands with Mr. President, he will detonate a grenade which has been implanted in his prosthetic right hand (he calls it his "hand grenade"), which he has kept concealed by keeping his glove on at all times (even while undressed). His plan goes awry, however, when Machine Gun Joe attacks and Annie kills him using Frankenstein's "hand" grenade.Having successfully outmaneuvered both the rival drivers and the Resistance, Frankenstein is declared the winner, although he is wounded and unable to carry out his original grenade attack plan. Annie instead dons Frankenstein's disguise and plans to stab Mr. President while standing in for him on the podium. As the president congratulates "Frankenstein" for his victory, in the process declaring war on the French and appointing Frankenstein leader of the war, Annie is mistakenly shot and wounded by her own grandmother, who is desperate for revenge against Frankenstein for having supposedly killed her during the race (he had actually just drugged her). The real Frankenstein takes advantage of the confusion and rams the President's stage with his car, finally fulfilling his lifelong desire to kill him.In the epilogue, Annie and Frankenstein marry. Frankenstein, now President, abolishes the race and plans to rebuild the country. However, Junior Bruce starts to protest against it. When unable to find a moral reason to continue the race and desperate to have the race perpetuate, he starts shouting that it is a way of life, to keep America satisfied, to entertain and give the people what they want. As they try to rescue Sarah, part of her harness breaks, and though Gabe is able to grab her, her gloved hand slips out, and she falls to her death. Hal blames Gabe for Sarah's death and Gabe is overcome with guilt, taking an extended leave.Eight months later, Gabe returns to the ranger station to gather his remaining possessions and persuade Jessie to leave with him. While there, they receive a distress call from a group of stranded climbers. Hal goes to locate the climbers and Jessie is able to persuade Gabe to help out. Hal remains bitter towards Gabe over Sarah's death, at one point threatening to push Gabe off a ledge. When they find the climbers, they discover the distress call was a ruse and are taken prisoner by former Military Intelligence operative Eric Qualen and several mercenaries. Qualen, along with turncoat U.S. Treasury agent Richard Travers, were able to steal three suitcases full of uncirculated bills valuing over $100 million. Their escape plan backfired when a supposedly dead FBI agent shoots and damages the hydraulics, sending their plane crashing into the mountain, and they now require Gabe and Hal's help to locate the cases with the help of beacon locators.At gunpoint, Gabe leads them to the first case, located at the top of a steep rock face. They force Gabe to tether himself to reach it, and Gabe uses the opportunity to escape. The mercenaries attempt to fire on Gabe, which causes an avalanche that kills one of their members. When they see the money from the first case fluttering away, Qualen believes Gabe is dead, and orders Hal to lead them onward. Gabe races ahead to find Jessie at an abandoned cabin. They recover old mountaineering gear to reach the second case before Qualen does. By the time Qualen arrives, Gabe and Jessie have emptied the case and left only a single bill with the taunting message "Want to trade?" on it. Qualen orders his men to split up, allowing Gabe to dispatch two more of Qualen's men. Gabe attempts to call for help from Frank, their rescue helicopter pilot, on one of the mercenaries' radios, but Hal alerts him to explosives Qualen has rigged above them on the mountain. Gabe and Jessie escape the falling debris in time. Elsewhere, when Hal sees two friends, Evan and Brett, he warns them away before Qualen orders his men to open fire. Brett is killed while Evan is wounded, though he manages to ski off the mountain and parachute to safety. Night falls on the mountain and both groups take shelter. Frank, having not heard from Gabe or the others, scouts the mountain in the helicopter, spots Evan's parachute, and is able to get him to safety while contacting the authorities.When morning breaks, Gabe and Jessie beat Qualen to the last case. Meanwhile, the mercenaries flag down Frank in the helicopter, and by the time he realizes it's a trap it is too late. He is shot by one of the mercenaries and dies, but not before slipping Hal a knife. As the mercenaries split up to look for the other case, Hal is able to use the knife to wound one of the mercenaries, kill him with his own gun, and escape. Elsewhere Hal finds Gabe, and together they kill Travers. However, at the same time, Qualen takes Jessie hostage when she waves down the helicopter, believing that Frank was flying it. Qualen tells Gabe and Hal over the radio that he is holding Jessie captive on board the helicopter, demanding Gabe and Hal to surrender the money from the third case at a high elevated rendezvous point and threatens to kill her should they refuse to cooperate.Gabe and Hal agree, and they meet at a cliff side bridge. However, Qualen tries to challenge Gabe into throwing the case into the helicopter, but when he also threatens to kill Jessie again, Gabe orders Qualen to free her at a safe distance away from the cliff. Qualen reluctantly agrees, and uses a winch to lower Jessie to the ground. Once Jessie is safely down, however, Gabe throws the bag of money into the helicopter's rotors, shredding the money. Enraged, Qualen attempts to use the helicopter to kill Gabe, but Gabe has used the winch cable to tether the helicopter to a steel ladder up the cliff face. The ladder snaps and leaves Gabe and Qualen atop the wreckage of the helicopter hanging by the cable. Gabe fights Qualen and manages to climb to safety as the wreckage snaps off the cable, sending Qualen to his death. He occasionally spends time outside prison in his garage fixing cars, playing football and spending time with his girlfriend Melissa.One night, while sleeping in his cell, guards arrive and forcibly take Leone to a brutal maximum security Gateway Prison run by Warden Drumgoole. Drumgoole explains to him that he arranged this in retaliation for a past incident in which Leone escaped from Drumgoole's previous post, Treadmore Prison, and informed the press about Drumgoole's treatment of his prisoners, after Drumgoole refused to allow Leone a one-hour furlough to visit his dying mentor. Not only did this incident result in five additional years in minimum security being added to Leone's sentence, but in Drumgoole's transfer to Gateway, a negative mark on his job record.Leone is mistreated by the guards and by a dominant inmate, Chink Weber, who acts as a trustee for Drumgoole. Leone also befriends fellow prisoners Dallas, Eclipse, and First-Base, and shows them how he deals with the hardship of prison. The foursome refurbish a Ford Mustang in the prison shop, which Eclipse nicknames "Maybelline". Leone explains to Eclipse that he was sent to prison for taking the law into his own hands when he avenged an attack on his mentor. After Leone reluctantly allows First-Base to start the car, First-Base drives the Mustang out of the garage and into the prison yard. After his joy ride ends, Drumgoole makes Leone and his friends watch as other inmates destroy the car. Leone is also sent to solitary confinement for six weeks. There, Leone is tortured by the guards who wake him at random points in the middle of the night, forcing him to face a security camera and recite his name and prisoner number. However, the guards' captain, Meissner, and one other guard become so disgusted with the crude sadism of the warden and his toadies that Meissner orders it to stop and releases Leone from confinement.Aiming to force Leone to snap and compromise his position, the warden has Chink Weber kill First-Base in the gym. Enraged, Leone attacks Chink, rendering him helpless, but before he kills him, he relents, knowing that committing such an act is precisely what Drumgoole wants. However, one of Chink's goons stabs Leone from behind with a shank. As Leone recovers in the prison infirmary, another prisoner tells him that he has been hired to rape and murder Melissa. That night, Leone attempts his escape with Dallas to try and save Melissa, however Dallas lures him to a dead end, where they are captured by Drumgoole and his guards, among them, the one who posed as the prisoner who claimed he would rape Melissa. It is revealed that Drumgoole arranged this to provoke Leone into attempting an escape, in order to have a mandatory 10-year sentence imposed upon him, and convinced Dallas to assist him in his plan in exchange for an early release, though Drumgoole reneges on this after Leone's capture. Drumgoole leaves the two inmates to be beaten by the guards, but Dallas, knowing the other prisoners would kill him after setting up Leone, apologizes to Leone and electrocutes himself and officer Manly to help Leone escape.Enraged, Leone breaks into Drumgoole's office instead of escaping, takes him to the execution chamber and straps him to the electric chair. He activates the generator and secures his hand to the switch. The prison guards break into the execution viewing room, leading to an armed standoff. Under threat of being executed, the warden finally confesses to his plot to increase Leone's jail time. Leone pulls the switch anyway but nothing happens. He then reveals he took one of the fuses out before to trick the warden into confessing. Captain Meissner and his men cuff Leone, but they also take Drumgoole into custody for the legal confession.A judicial inquiry is made into the matter about the warden's corrupt behavior and Leone serves only the jail time required of him in the first place. A few weeks later Frank leaves prison to the cheers of his fellow inmates and meets up with Eclipse one last time.
