This is SO cute!  Vintage rubber and tin DAITO toy turtle!  This wind up turtle toy from the 40's hops when he is wound up. He is made from rubber and tin, and is from an era that had entertaining toys that were so simple and fun!  He has some scuffs, but still looks plenty happy!
