Antique Rare Design Longquan Region Celadon Crackle Glazed Turtle Incense-Flower-Pen Holder Circa 1893 to 1923

On its base is an impressed stamp with "Foreign", - this is because during certain periods the USA, England, and some other countries, imposed a law that all imported items must be marked by the country of origin having until 1923 for complete marks. 

In the meantime countries like England, and France just marked their pieces with "England" instead of "Made in England", which was required in 1923; however, some countries, including European, - and the "Far East" - countries such as China simply marked their goods "foreign" between 1893 and 1923 - meaning they were export products, - going outside their own countries - and therefore an export duty was imposed.
