This dress is not Richard Chai but is similar to some of his dresses that Target put out about the same time.
Length of dress is about 34-1/2 inches. Knee length or shorter depending on your height.
Bust is about 35 inches and the fabric is a bit stretchy.
Waist at narrowest spot is about 29 inches. Waist is not stretchy due to the band sewn into waist, see photo.
