This is the character Sigi Schneck-Schreck (Sigi Snail-Scare).  He is part of the Kinder Surprise from Ferrero, an Italian product made for the German market.  Figurine is hand painted as described on the included, colored leaflet - "hand-bemalt".  I bought this Kinder Egg (Uberaschungs Ei) in Germany and brought it home to the U.S.
Comes in a bubble wrap lined envelope shipped via USPS First Class Mail with tracking.
