Preface:  “The present division of the canton of Berne into 30 districts goes back to the time of the Mediation.  Legally speaking the districts are administrative units which facilitate the decentralisation of certain functions of the state administration.
“The question may be raised whether a historic description of this kind is justified, since it seems that the districts have shown very little individuality.
“Fortunately the authors and editors have not given way to such doubts.  The districts were created on geographical and political grounds.  Since then the common bonds have become stronger amongst the populations of the districts.  The leading officials of the district administration have become the trusted representatives of the people.  These facts will have to be taken into consideration when a reorganisation of the state administration is put into effect.  It is the purpose of the work presented in this book to bring these bonds to the consciousness of the people, and it therefore deserves a wide circulation.”
