Waist 11" across,  Bottom width 24" with 1 1/4" Lace. 

Does have discolor area close to elastic ,  (very faint does not show in picture) possibly from being stored or laying next to another  item.  Has been laundered.

No wear damage , elastic is not stretched out .  Shows no wear
