A fine quality Zardosi embroidery belt made in India around 1949-1950.  The label inside reads Made in Republic of India - which suggest this is very soon after independence was granted in 1947 and India became a republic in 1950. 
The belt is black cotton velvet with fine quality gold thread work known as Zardozi.  Zardozi has been made in India and Iran for hundreds of years.  
The centre of the belt has a large round flower with seven petals and the rest of the belt has smaller flower and leaves all in the gold thread embroidery.  
The belt fastens at the back with hooks and eyes.  The size of the belt has been extended by adding two small pieces of black fabric at either end of the belt.  The belt is lined with black satin fabric.  
Size waist size with extension 32 inches - without the extension would be 27 inches.  Width of belt at the centre 2 1/4 inches - at the thinner ends 1 1/4 inches.
