This is a SWAT officer costume. Includes jacket, vest, hat listed as new.   costumes were purchased new from the manufacturer for sell in my store.  some packages my be brittle or ripped from age from storage. costume has no damage.  If you receive item and there happens to be spots or runs please let me know so i can make it right for you.  sometimes issues happen in storage
