Here is a set of 3 plates that surround the steering column and pedals for 48-52 Ford trucks.  This has the cutout for a column shifter.  There is a bend in the lower corner of  the lower plate.  I'm not sure if it is made that way to clear something or if it got bent.  It would be easy enough to flatten out if it is not supposed to be there.  The panels do have some pitting as shown.
