I've not been able to find much information about this book, which is why I am comfortable calling it rare. 

Based on my research, I believe it was published in 1970. Novosti Press Agency was formerly known as the Soviet Information Bureau (aka Sovinformburo) until it was renamed in 1961 & became the leading information/press body of Soviet public organizations. Ultimately, NPA became RIA Novosti, which was liquidated by order of Putin & its assets were transferred to a new state media agency.

There is some wear to the cover, but the binding is good. The cover has "flaps," as depicted. No markings in the text. 

This is a very interesting piece of Soviet history/propaganda. Anyone interested in Russia, socialism, communism, or history in general would enjoy it very much, I think.
