It definitely needs some sprucing. It will spin, but stiffly. It does do this thing where you can almost hear a spring inside. I compare it to that of a jewelry box spring sound. I called my nephew. He is very much into fishing. He said it is likely that it just needs some type of lube; whatever you use. It is also possible the spring might need to be replaced. I couldn't tell you how to take this thing apart, let alone put it back together. One of the bolts on the bottom is bent, and will likely need to be either bent back into place or replaced. It is seen in the pictures. I am by no means a mechanical guy, but it doesn't look terribly difficult.
