One of the highest quality front attached teleconverters ever made, now quite rare and hard to find.The magnification rate is just under twice at 1.7x, so a 100mm lens becomes a 170mm lens. It is compatible with various lenses and provides an increased focal length without compromising on image quality. The exterior is made of durable aluminium and some evidence suggests a maximum aperture of f/2.8, allowing for great low light performance.This teleconverter is perfect for photographers who want to expand their reach and capture stunning shots from a distance, with no compromise on quality, in a very inexpensive way compared to the price of additional high quality longer lens.

I found this commentary on the dpreview website (which matches with my own experiences):

"Nikon TC-E17ED, the king of afocal teleconverters. Much sharper, more detail resolution, better contrast, and virtually no light absorption by the TC glass." (afocal being attached to front of lens)

Nikon in their wisdom used a non standard thread size, 60mm (as it was designed for now discontinued Coolpix 8800, 5700 & 8700 Cameras).

So you will need to get a 60mm Female (the teleconverter end) - 58mm Male (the lens filter thread end) step down, or a 60mm Female (the teleconverter end) - 62mm Male (the lens filter thread end) step up ring, which are readily available on eBay or Aliexpress. And then use standard step up or step down rings to attach to your lens' filter thread. That would be a way to attach it to most telephoto lenses. 

As the teleconverter is a decent weight (635g), you may want to hold it and the camera body whilst shooting (especially when used with auto-focus lenses), or it's possible to get lens support systems which attach to the bottom of the camera. 

There may also be uses beyond my photography expertise.

Also note the front thread of the teleconverter is 68mm Female, for attaching say a lens hood, possibly filters (not tested).
