Lovely West Germany marked brass compass. I believe the cover/crystal is a type of plastic. 
There are some obvious tarnish marks on the back. There are also a couple small marks on the plastic, one along the edge and one that appears inside.

Compass appears to work, may be slightly off pointing directly north.
