This crimped pipe vise for a bench or often used the railroad industry was produced by the Ridgway Tool Company of Pennsylvania prior to WWII which is established by the lack of a locking jaw on the side of the vice.  Also the crimping teeth in the bite of the vise itself.  Establishing its a Ridgway is the simple fact that this company was the only company with an R with Patents from Pennsylvania.  Ridgid was an Ohio company and never used a simple "R" as its patented trademark.
