We purchased this from a working Concrete Business that Closed and all items sold. Yes, they painted on the Plastic case for anti-Theat reasons. You can wash that off ,leave it, or Paint over it. The rubber seals all feel in good shape, and we're showing pictures of us pumping the Blue Handle and it growing and Holding air pressure properly. Then we push a lever to release the pressure. It comes with the correct accessories ( The 13" Long Brass Tube and other small aluminum Calibration tubes., and a spare lid latch). All 4 of the lid latches are working properly now and feel good and strong. Message with any questions.  Please make sure you know this is what you want.
