This is a Skylanders Trap Team Wallop action figure produced by Activision. It was released as a McDonald's Happy Meal toy in 2015 and is part of the Skylanders product line. The figure has moveable arms using a button on his back. 

Measures 4.5" wide and 4" tall.  Button on his back makes his arms move up and down.
