This is an envelope of Tattoo Transfers made in the 1940s or 1950s and sold by the venerable Johnson-Smith Co..  The sheet contained in the envelope originally had 24 tattoos; one has been clipped and used by the original owner, leaving 23.

These tattoos include many PATRIOTIC, WAR, and MILITARY subjects.  Also a few sports, cowboys, and even a dog.

The envelope is about 5-1/2" by 3".  The envelope bottom reads:

JOHNSON SMITH & CO.
"The House That Jokes Built"
Detroit 7, Michigan

The sheet measures about 9" by 7" and each of the 23 tattoos is about 1-1/2" square on average.

This is an interesting and significant relic of inking history, from the days when tattoos were "scandalous" and youngsters could apply one of these temporary transfers at home and later get sent home from school, which is often what they wanted anyway.....
