Vintage 1960 Gold Metal Farm Bureau Insurance Quarter Billion Celebration Ruler

In good condition for age. Unsure of metal composition, but it doesn't react to a magnet. I am pretty sure the medallion in the middle is brass. There are signs of age and usage including a few marks. Please see photos.
