Here is a Western Electric VT-25A that has been in my collection for 30+ years.

It tests very strong on my calibrated Western Electric KS-15750/Hickok 539B tester.

It tests at 2200 Micromhos. The minimum is 790.

It has also been tested for gas and shorts.
