In very good condition, with a few minor marks to the frame
I found another similar example with a cert of authenticity online but Ebay wont allow links but it is easy enough to find. The signature is just very slightly differently placed so I am sure its not just a printed signature and is actually the famous Billy West who voiced a good number of cartoon characters
The frame is 265 mm high 213mm wide and 12 deep
