This is a complete Inspector Gadget from McDonalds Happy Meals and includes the watch.  It is the 1999 version from the Matthew Broderick movie.

5/22/24 update: There is one left - the watches and lights have dead batteries and the sparking mechanism isn't working.  Everything else does what it's supposed to.
