Antique Adlake Southern Pacific Padlock Roadway & Bridge Department CS-44 Rare!

No key, lock was open when I purchased so I left it alone. It lines up to close as intended.

Bottom chain holder is rusted and bent, does not move.

I have not tried cleaning, will leave that for the buyer.
