How to facilitate more homebuilding in Hawaii

This report highlights ways state and county policymakers could easily and inexpensively boost the supply of housing in Hawaii's urban areas, primarily by streamlining homebuilding regulations.Proposed measures include "upzoning" lands in the state's urban land-use district to allow multiunit housing, allowing smaller lot construction, promoting adaptive reuse, legalizing mixed-use structures, adopting by-right approvals, repealing parking minimums, encouraging accessory dwelling units and authorizing self-certification for building permits.
