Large Eagle and different type of hook system to the usual German Drum hanger - it would feed in from the inner drum and hook and I believe, rather then the hook that goes through the out holes of the drum skin hanger section.

Guess this is for a larger drum e.g. tom tom, rather than a snare. 

Please see measurements to confirm it will fit your drum if required for use.
