I think this is a blown stopper and I think what looks like a "chip" on the underside might be where it has been separated and maybe not finished off properly.

Please see photos for sizes. It is approx 1.75" long.  The diameter of the bottom is approx 1cm. Don't forget that the stopper widens the further up you look. It has an air bubble in the bottom which adds to the beauty of it.
