This is a vintage Art Deco style cobalt blue glass decorator plate made by Franklin Mint depicting Erte's "Fantasia".  Plate is 8 1/4" in dia. and is in excellent unused condition and comes with original packaging and paperwork.  Please email me with any questions.  Thank you.
