It appears to be block-printed by hand. The colours are vivid and the silver is metallic. I ironed it inside out so as not to damage the colours - I recommend you do too. 

Not sure of the age, but the cotton is lovely and as I said the block-print seems to be by hand so I think this is a good quality vintage dress. 

It is an Empire Line dress meaning the bodice is fitted and then it flares out (both back and front) from the bust line. 

I am a size 12 and this fits me well, but check the measurements. Because the dress isn't fitted fitted (as it were) you could be a 10. For perhaps a more fitted look you might be a 14.
